Goals
About the SUSTAIN-HTA project
SUSTAIN-HTA would like to support national and European advancement of HTA by mapping existing tools, identifying new methodological developments that match HTA needs and making them easily findable and accessible for European HTA bodies.
The project will support national HTA bodies to mobilise new HTA methods amongst their workforce, building excellence in knowledge and skills and supporting the development of HTA internationally. Aligned with the methodological developments as part of the new EU HTA regulation, the project will set up a mechanism for a fair, balanced exchange between HTA bodies and academia to regularly assess HTA bodies’ needs, in parallel with a methods observatory that maintains up-to-date knowledge of new HTA methods. A training programme for prioritised methods will be piloted within HTA bodies and, after endorsement, implementation of the methods will be supported by a harmonised training and education framework that will be established to upskill HTA expertise. A long-term dissemination and communication structure among all stakeholders will be established to guarantee a feedback loop between HTA bodies' methodological needs and associated training needs.

SUSTAIN-Horizon Scanning
a tool developed to identify the needs of European HTA bodies for new HTA methods and tools.
SUSTAIN-OBServatory:
an HTA methods observatory created to identify and monitor all the relevant new developments in HTA methods and tools based on finalised, ongoing and new European HTA research projects and international published and ongoing scientific research.
SUSTAIN-SandBox:
an environment generated to provide a ‘safe-space’ to facilitate the testing, validation and piloting of new HTA methods and tools, prior to implementation in HTA practice.
SUSTAIN-DIALOGUE:
facilitating and maintaining dialogue between HTA bodies and academia.
SUSTAIN-EDU:
an integrated, high-quality training programme for (new) HTA methodology for doers and users jointly developed between academics and HTA bodies, supported by a digital platform for knowledge transfer.
SUSTAIN-FP:
a fellowship program created to support HTA practitioners in daily practice with using new HTA methods and tools.

Objectives:
- Establish an Expert Forum with participation of senior representatives from relevant international scientific projects and initiatives in the field of HTA.
- Set up a continuous horizon-scanning tool for identifying HTA needs and an HTA methods observatory for new HTA methods, and link those to an overview of the current methods used by HTA bodies.
- Combine methodological needs with current HTA methodology and the most innovative HTA methods.
- Prioritize the most relevant HTA methods and tools that can address the needs of the HTA organisations.

- Define HTA expertise and identify existing training programs that address the competences of HTA doers and users.
- Propose minimum criteria for a sufficient HTA training program to implement innovative HTA tools and methods.

Objectives:
- Establish a long-term communication and dissemination strategy for SUSTAIN-HTA.
- Use forums and the website to ensure structural linkage between HTA bodies, academics and the Stakeholder Advisory Board in
SUSTAIN-DIALOGUE and other stakeholders, with the inclusion of patients, technology producers (industry), regulators, clinicians, and payers. - Build and implement an online training and education platform to support SUSTAIN-EDU.

- Establish a project management and governance structure enabling efficient execution of the Coordination and Support Action (CSA), including decision-making, conflict resolution, reporting, and accountability.
- Ensure appropriate administration, monitoring, reporting, and legal management in support of the project.
